Penwhirn Enforcement Notice
DWQR has issued an enforcement notice against Scottish Water for the Penwhirn water supply zone, which covers much of Galloway around Stranraer and Newton Stewart. The enforcement is in respect of breaches of the iron and trihalomethane (THM) standards and follows the failure of Scottish Water to resolve the issue within the timescale of an earlier Authorised Departure.
Breaches of the standard for both iron and THMs have occurred regularly in the zone each year, and DWQR believes that consumers in the area deserve better. The enforcement notice requires Scottish Water to improve treatment processes at Penwhirn Water Treatment Works so that THMs are not formed in the water supplied to consumers. It also requires work to rehabilitate water mains in the area, which is already ongoing, to be completed by November 2011 at the latest.
DWQR will be monitoring Scottish Water's progress with both aspects of the work. Failure to comply with a DWQR enforcement notice is a criminal offence. The full text of the enforcement notice can be read in the enforcement notices section of the technical pages here.
